employer should take measures to:

1. Engineering controls
2. Only if engineering controls are not possible then the employer must use administrative controls to reduce the hazard to a level as low as reasonably achievable.

If work is to be performed on machinery all hazardous energy that may pose a hazard to a worker should be isolated by activation of an energy-isolating device. The machine should be rendered inoperative in a manner that prevents its unintended activation.
